Where they work well. For a single-state, single-trade shop with a small license portfolio and a disciplined administrator, a generic tracker can cover the baseline. It will fire an email before a date arrives. That is genuinely useful.
Where the model breaks for trades. The structural problem is that a generic tracker has no opinion about what kind of document it is holding. It cannot know:
- That this electrical license in Virginia requires a 3-hour CE course as a condition of renewal, and that your technician has only logged 1 hour so far.
- That the surety bond and the license are linked — so a bond lapse is also a license event.
- That "license renewed" in Florida means something different from "license renewed" in Texas, because the renewal intervals, fee structures, and penalty escalators differ by state.
Every one of those rules must be manually configured by the person running the tool. Category two: Enterprise FSM suites
Field-service-management platforms — ServiceTitan being the dominant name in HVAC, plumbing, and electrical — are built for a fundamentally different problem: running the operational day. Dispatch, invoicing, CRM, payroll, customer communication, technician scheduling. These are large, capable systems with substantial implementation requirements and corresponding price points.
Where they work well. If you have 20 or more technicians, a dedicated admin team, and want one platform to run every operational function from the service call to the invoice, an enterprise FSM suite is a serious option. The breadth of functionality is real.
Where license compliance lives in an FSM suite. License tracking in platforms like ServiceTitan is an incidental feature, not a designed workflow. It typically lives as a document-attachment field or a custom field on a technician record — useful as a data store, not built to enforce CE accumulation logic, bond dependency rules, multi-state renewal intervals, or bid-package report generation. It is, functionally, a better-organized version of the spreadsheet problem: the data is there, but the compliance workflow is not.
BuildOps, positioned for commercial specialty trades, similarly treats compliance as peripheral to its core scheduling and dispatch capability. Jobber, aimed at smaller home-service businesses, does not address the license and CE compliance data model.
Price. This is where the FSM-suite category becomes clearly unsuitable for a compliance-only SMB buyer.
ServiceTitan does not publish pricing and requires a sales demo to get a number. User-reported figures place the cost at $245–$398 per technician per month, with setup fees of $5,000–$50,000. A 10-user company can exceed $63,000 in the first year including implementation. ServiceTitan has itself stated the platform is not optimized for a company with three or fewer technicians and works best for shops of 20 or more.
For a specialty trade contractor with 5–15 technicians who needs compliance management and already has a serviceable FSM tool for dispatch and invoicing, the FSM-suite category asks you to buy a very large, expensive platform to get a compliance feature that was never its core design. That is a significant mismatch.

The question that determines category fit
The right tool depends on two things: what you already own and what your compliance portfolio actually demands.
You already own an FSM suite and it handles dispatch well. You do not need to replace it with a compliance tool — you need to add one. Purpose-built compliance software is not a dispatch platform; it does not compete with your FSM suite. It fills the structured compliance gap that FSM suites do not address. The two sit in different parts of your stack.
You are managing licenses in one state, one trade, and fewer than five technicians. A generic tracker may be adequate for now. The question is whether it will remain adequate as you add technicians, states, or trades — and whether a lapse will be caught before it affects a bid or triggers a penalty.

What we can say from the verified penalty structures:
- In Texas, an HVAC contractor working on an expired license faces escalating late-renewal fees (1.5× the normal renewal fee if expired up to 90 days; 2× if expired more than 90 days), plus violation penalties by class ranging from $500–$1,000 at the low end to $2,000–$5,000 and potential suspension at the high end.
- In California, unlicensed contracting carries an administrative fine of $200–$15,000 plus potential criminal penalties; a bond lapse renders the license inactive immediately.
- In Nevada, a third or subsequent unlicensed-contracting offense is a category E felony with fines of $5,000–$10,000 on the criminal side, and the Nevada State Contractors Board can issue an administrative citation of up to $50,000.
- In Florida, DBPR can impose fines up to $10,000 per violation, and local code enforcement can issue citations carrying civil penalties up to $2,500 per day per violation.
